It’s not really close to downtown, but Panera on Powers and S. Carefree has a room. I’m pretty sure you can reserve it in advance, and you can close the doors so that it’s private. There isn’t a room rental fee — they just ask that you buy something from them.
Hi! I recently attended a baby shower at a room in our local Rec center (in Thornton–I know that location is totally out of the question but I wonder if there was a Rec center in CS that would do this). I know for a fact that there wasn’t a fee, the room just had to be booked in time. It wasn’t weird at all (I totally thought it would be weird going to a baby shower at a rec center), there was ample parking, and the tables/chairs were provided by the facility. If you are a member of a church (or someone you know in downtown Colorado Springs is), some churches have rooms that are available for uses like this. Good luck!
Same disclaimer as the comment above — it isn’t really close to downtown, but it is close to the interstate: Marco’s Pizza, near I-25 & Briargate Parkway. There’s a free meeting room that comfortably seats 20-30 and you can reserve it in advance. In addition to pizza they do larger group salads for the ladies and chicken nuggets for the kids, but you’re welcome to bring in some of your own food as well. It has doors that close off from the rest of the dining room and a great view of the mountains.
I don’t know how much it would be, but I’ve been to showers before at the Olive Branch Restaurant downtown. They have a nice and spacious back room that can be reserved.

I was going to mention Panera Bread also. I hosted a baby shower there once and it was great. I can’t remember if we were allowed to bring in food or not. I just ordered a tray of pastries and that was just fine for us. They just ask you don’t reserve the room during their peak times.
Another idea is the police sub stations around town. I know it sounds strange, but each sub division has a meeting room (some have one w/ a kitchen attached) that are free to the public and very nice.
